
Shaping Sustainable Policies for a Greener Future
Rose Qamara, a researcher from Tanzania, is advancing her expertise in policy analysis and environmental governance as a researcher at UNIBO in comparative analysis of the governance solutions for regional bioeconomy systems and the identification of innovative solutions (thesis 6.1). With her extensive academic and professional background, Rose is committed to exploring how effective governance and policy frameworks can drive innovation in bioeconomy systems to reduce environmental impact.
From Grassroots to Global Perspectives
Born and raised in Arusha, Tanzania, Rose’s journey began with hands-on work at the grassroots level. After earning a diploma in Animal Health and Production, she worked closely with farmers, pastoralists, and small-scale livestock keepers. To deepen her understanding of environmental challenges, she pursued a Bachelor of Science in Environmental Studies, focusing on Environmental Management. Rose’s dedication led her to the Netherlands, where she received a scholarship to study for a Master of Science in Forest and Nature Conservation at Wageningen University. Specialising in Policy and Society, she delved into environmental politics, policy analysis, and the role of stakeholders in sustainability.
Bridging Research and Real-World Solutions
After returning to Tanzania, Rose worked as an assistant lecturer in environmental and natural resources courses, sharing her knowledge with students. She also collaborated with various organisations as a researcher and consultant, including a project with the International Development Research Centre (IDRC) under the Institute for Poverty Land and Agrarian Studies (PLAAS). In this role, Rose analysed the impact of COVID-19 on food systems, gaining a deeper understanding of food security and policy challenges.
Research Interests: Governance, Policy, and Society
Rose’s research focuses on policy analysis, particularly in the social politics of environmental and natural resource governance, agriculture, forestry, and food systems. In her research with the DESTINY project, she aims to enhance her understanding of how policies, laws, and regulations can promote innovation in bioeconomy systems, ultimately reducing environmental impact through better governance.
A Passion for Research Born from Real-World Experiences
Rose’s interest in research was sparked during visits to remote areas in Tanzania with her students and colleagues. Observing the impact of climate change first-hand and witnessing the challenges faced by communities fuelled her curiosity. Her quiet, observant nature led her to seek evidence-based solutions to these problems, believing that research could uncover practical ways to address pressing issues.
Why Bioeconomy?
For Rose, the escalating environmental impacts and the slow transition away from fossil fuels highlight the urgent need for a comprehensive understanding of bioeconomy systems. She believes that effective governance structures are crucial in achieving sustainable development goals and addressing environmental challenges.
Looking Ahead: A Vision for Sustainable Development
Rose’s long-term aspiration is to become an expert in sustainable development through policy analysis. She aims to work with governments and NGOs as a well-known policy researcher and analyst, shaping effective policies for environmental conservation. Additionally, she hopes to advance her academic career by becoming a full lecturer and mentor to younger generations.

Rose describes herself as calm, composed, and caring. Her ability to stay focused and thoughtful in challenging situations, coupled with her empathetic nature, makes her an effective researcher and mentor.
Outside of work, Rose enjoys hiking and nature walks, activities that help her stay connected to the environment she works to protect. She also enjoys playing table tennis and going to the gym to stay active and balanced.
